For more than 50 years, Neighborhood Housing Services of Baltimore has helped residents build stability, preserve their homes, and invest in the neighborhoods they call home.

We believe that social and economic justice are a right for all people and communities.

Neighborhood Housing Services of Baltimore (NHS Baltimore) is a nonprofit organization dedicated to expanding access to homeownership, preserving housing stability, and strengthening Baltimore City neighborhoods. 

For more than five decades, we have worked alongside residents, community partners, and local stakeholders to help people achieve sustainable homeownership and invest in the communities they call home. Through homebuyer education, financial coaching, lending, and neighborhood revitalization efforts, NHS supports both new homebuyers and longtime homeowners in building lasting stability.

Our Work in Baltimore City

Homeownership has long been one of the most powerful ways families build stability and long-term financial security. However, policies and practices throughout the 20th century restricted access to credit and homeownership in many Baltimore neighborhoods. 

In the 1930s, the federal government created maps that categorized certain communities as higher lending risks; a practice commonly referred to as redlining. These policies limited investment and access to mortgage financing in many neighborhoods for decades. 

The long-term effects of these practices continue to influence housing access, neighborhood investment, and opportunities for wealth building today. 

NHS works to address these challenges by helping residents access responsible financing, preparing first-time homebuyers for ownership, preserving the homes of longtime residents, and returning vacant properties to productive use. 

Our goal is to help ensure that Baltimore residents can build stability, strengthen their neighborhoods, and benefit from the long-term value of homeownership. 

A Community Development Financial Institution

Neighborhood Housing Services of Baltimore is certified by the U.S. Department of the Treasury as a Community Development Financial Institution (CDFI). 

CDFIs are mission-driven lenders that expand access to responsible financing in communities that have historically faced barriers to traditional banking services. 

As a CDFI, NHS provides flexible lending solutions that support: 

  • First-time homebuyers seeking mortgage financing 
  • Homeowners completing critical repairs and improvements 
  • Community revitalization efforts that strengthen neighborhood stability 
  • Housing investments that increase access to quality homes

Through these programs, we help residents move from financial preparation to successful homeownership. 

Our History

Neighborhood Housing Services of Baltimore has been serving Baltimore city communities for more than 50 years. What began as a neighborhood revitalization effort has grown into a comprehensive housing organization providing education, lending, and community investment throughout Baltimore City.
