Home Again: Carol Jones’ Return to Stability

For more than three decades, Carol J. has been a proud Baltimore homeowner. For 31 years, her home represented stability, independence, and the memories built over a lifetime. But after a devastating house fire left the property uninhabitable, that sense of security was suddenly at risk.

A Life Disrupted

The fire forced Carol out of her home and into an uncertain chapter. At the same time, she was managing serious health challenges that left her disabled and living on a fixed income. The combined weight of medical needs and the high cost of repairs made rebuilding feel financially impossible.

For more than three years, Carol was unable to live in the home she had worked so hard to maintain.

Taking the First Step

In 2022, Carol reached out to Neighborhood Housing Services (NHS) of Baltimore for help. At that time, available resources allowed NHS to assist with roof repairs—an important first step in protecting the structure, but not enough to make the home livable again.

Even so, Carol remained determined to return home.

A Collaborative Commitment to Restoration

In 2024, NHS partnered with the Baltimore City Department of Housing and Community Development (DHCD) to leverage multiple funding sources to fully renovate the property. Together, more than $100,000 was invested to restore the home following the fire damage.

The renovation addressed major repairs and brought the property back to safe, habitable condition. By the end of December 2025, the home successfully received its occupancy permit.

In early January 2026—after more than three years of displacement—Carol moved back in.

More Than a Renovation

For Carol, this was more than construction work. It was the restoration of independence, dignity, and long-term housing stability.
